Probably just the language files that has changed names (or missing) Modules and plugins are still v1.03 so you could run into problems installing com_forme v1.04
I just got the same problem in the mambot mosforme plugin. The only thing I had to to was a little change in /mambots/content/mosforme.php
Around line 78 I changed from: require_once($elpath.'/languages/english.php'); to: require_once($elpath.'/languages/en.php');
You could probably try to change from de.php to en.php in corresponding files.

This is a error that do exist
Just copy the en.php to de.php if you translate the language pls notify rsform so they can implement the language file in rsform.
I did it with the dutch language file and my dutch customers a being happy that rsform is in dutch
