localization and UTF-8 problem | why not JScalendar option?

In the recent weeks i stumbled about a problem with forms and the calendar popup (datepicker) in serveral joomla form components.

joomla and other form components use two different JS scripts.
IMHO a real problem. The simple "calendar" is only avail in (one) english version, and does not handle any special characters (i tried serveral methods with different codings, all resulted in "garbage" or a script error froze the whole page display!)
IMHO it is good enough for an english joomla backend - not for the frontend.

i wonder, why developers donīt take care of the jscalendar
(i guess a wellknown script and the most popular DHTML calendarscript outthere!)
the JScalendar script seems to have many advantages (UTF-8 compatible!!! , styles/theme feature!)

Is there a chance for a modification? Maybe instructions for a handmade interim-solution?

Oh my god, what if the next update appears... is it the same stony way for forme? Please!
